shutterstock 93905896In the US, Greenhouse Gas (GHG) emission policy is evolving both at the Federal and State levels.  Many GHG emitters are now obligated to quantify and report actual annual GHG emissions to the EPA under 40 CFR 98, Mandatory Reporting of Greenhouse Gases, generally referred to as the Greenhouse Gas Reporting Program (GHGRP).  Many States have similar GHG emission reporting programs.

In addition, as per the modifications to Federal Regulation 40 CFR 51, 52, 70 and 71 (Prevention of Significant Deterioration and Title V Greenhouse Gas Tailoring Rule) new or modified PSD and Title V sources are now required to quantify GHG emissions as part of the air permitting process.

RTP is at the forefront of the emerging technical and regulatory issues related to GHGRP and the Tailoring Rule.  RTP staff have written papers and conducted seminars regarding the implementation of the latest GHG requirements associated with the Tailoring Rule as it applies to both PSD and Title V sources.  RTP’s experts have also assisted clients with documenting GHG applicability for both GHGRP and the Tailoring Rule and have submitted permitting documents including GHG emissions inventories and GHG BACT assessments in support of regulatory requirements.  RTP’s GHG permitting experience covers a wide range of industries from commercial and institutional facilities to chemical manufacturing plants and oil refineries.

RTP also actively tracks policy changes related to GHG emission credits, Renewable Energy Credits (REC) and their markets. This includes quantifying, verifying and trading GHG emissions for our clients.   RTP has developed environmental compliance systems (ECS) for application to specific facilities that can be tailored to incorporate and track compliance issues including the tracking of RECs and carbon credits.

RTP’s experts have also prepared carbon footprint analyses for the waste management industry, which consists of accessing GHG components and GHG differentials between various waste disposal and treatment methods. RTP staff work with numerous businesses and corporations on GHG and carbon footprint programs. RTP GHG work also includes, but is not limited to, the development of a baseline GHG emissions profile as well as the monthly tracking of actual GHG emissions based upon process information and carbon reduction plans.
